1. INTRODUCTION
The Benue State Government, through the Bureau of Special Projects and Infrastructure Makurdi, intends to undertake the Construction of Mbaanyam Catholic School Road (2.10Km) in Gboko LGA. In furtherance of this objective, the Bureau hereby invites reputable, competent, and interested contractors to submit tenders for the execution of the project, in accordance with the Benue State Public Procurement Law and the extant procurement guidelines.
2. SCOPE OF WORKS
The project involves clearance, earthworks, Culverts, Drains, Pavement, and Asphaltic Surfacing of 2.10km Mbaanyam Catholic School Road in Gboko.
3. PROCUREMENT METHOD
The procurement shall be conducted through open competitive tendering in line with the provisions of the Benue State Public Procurement Law.
4. ELIGIBILITY REQUIREMENTS
Interested bidders are required to submit the following documents as part of their technical bids:
a. Evidence of certificate of incorporation with corporate affairs commission (CAC), including form CAC2 and CAC7.
b. Evidence of company income tax clearance certificate for the preceding three (3) years valid up to 31st December, 2026.
c. Evidence of Pension Compliance Certificate issued by the National Pension Commission (PENCOM).
d. Evidence of Industrial Training Funds (ITF) compliance Certificate.
e. Evidence of Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate.
f. Evidence of Registration with Benue State Public Procurement Commission.
g. Verifiable evidence of similar projects executed in the last five (5) years.
h. Evidence of the company’s financial capability to execute the project by submission of a referee’s letter from a reputable commercial bank in Nigeria, indicating willingness to provide a credit facility for the execution of the project when needed.
i. Company profile, including details of key technical personnel and equipment.
j. Company`s Audited Accounts for the last three (3) years.
k. Sworn Affidavit deposed to the truthfulness of the submitted documents.
l. Any other document as may be required in the Standard bidding document.
5. COLLECTION OF TENDER DOCUMENTS
Interested bidders shall go to the Bureau of Special Projects and Infrastructure and pay a fee of One Hundred Thousand Naira (N100, 000.00) only for the Standard Bidding Document, payable to:

to indicate their interest in bidding for the project and collect the same at the Bureau’s office.
6. SUBMISSION OF TENDERS
Three (3) Hard copies of completed Technical and Financial Bids, sealed separately in one envelope and clearly marked at the top left-hand corner “Complete Tender”, should be submitted to the Director General of the Bureau on or before 27th April, 2026, by 2.00 pm. Late submission shall not be considered.
7. BID OPENING
Tenders shall be opened immediately after the deadline for submission at the Director General’s conference hall, Bureau of Special Projects and Infrastructure, office of the Governor, Government House, Old GRA, Makurdi. Bids shall be opened in the presence or absence of any bidder(s).
8. GENERAL INFORMATION
a. Bids must be in English language and signed by an official authorized by the bidder.
b. This invitation to tender shall not be construed as a commitment on the part of the Bureau of Special Projects and Infrastructure to award any contract.
c. Bids submitted after the deadline for submission will be rejected and returned unopened.
d. The cost of preparing the Bid documents shall be borne by the Bidder.
e. The Director General, Bureau of Special Projects and Infrastructure (BSP&I) is not bound to prequalify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 48 (1) (iv) of the Public Procurement Law,2020 of Benue State of Nigeria.
f. Only bidders that meet the eligibility and evaluation criteria shall be considered.

- INTRODUCTION:
The Benue State Government, through the Ministry of Education and Knowledge Management, Makurdi, intends to undertake the construction of additional academic and residential infrastructure at the Adikpo Campus of Rev. Fr. Moses Orshio Adasu University, following the establishment of the Faculty of Architecture to operate alongside the Faculty of Engineering, currently under construction. In furtherance of this objective, the Ministry hereby invites reputable, competent, and interested constructors to submit tenders for the execution of the under-listed projects, in accordance with the Benue State Public Procurement Law and extant procurement guidelines.
- SCOPE OF WORK/LOT DESCRIPTION:
The project is packaged into three (3) lots as follows:
- Lot 1: Construction of Faculty of Architecture Building at Rev. Fr. Moses Orshio Adasu University, Adikpo Campus;
- Lot 2: Construction of Additional Male Students’ Hostel Block for the Faculty of Architecture, Rev. Fr. Moses Orshio Adasu University, Adikpo Campus;
- Lot 3: Construction of Additional Female Students’ Hostel Block for the Faculty of Architecture, Rev. Fr. Moses Orshio Adasu University, Adikpo Campus.
Interested bidders may tender for one or more lots, but each lot shall be evaluated independently.

The procurement shall be conducted through Open Competitive Tendering, in line with the provisions of the Benue State Public Procurement Law.

Hard copies of completed Technical and Financial Bids, sealed separately and clearly marked with the Lot Number and Lot Title, should be submitted to the Honourable Commissioner of the Ministry on or before 3rd March 2026. Late submissions shall not be considered.
- BID OPENING:
The tender opening shall be conducted immediately after the deadline for submission at the Ministry of Education and Knowledge Management, Headquarters, Makurdi, in the presence of bidders and relevant stakeholders who choose to observe the process. Only the financial bids of technically qualified bidders shall be opened.
