3. ELIGIBILITY REQUIREMENTS

Interested contractors are required to submit the following documents:

• Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC);
• Valid Current Tax Clearance Certificates/evidence of tax compliance for the period prescribed by applicable law;
• Valid Pension Compliance Certificate, where applicable;
• Valid Industrial Training Fund (ITF) Compliance Certificate, where applicable;
• Valid Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate;
• Evidence of Registration with the Benue State Public Procurement Commission (BSPPC);
• Sworn Affidavit/Declaration disclosing relevant interests and confirming that information submitted is true and correct;
• Declaration that the bidder and its directors have not been debarred and have not engaged in fraudulent, corrupt or collusive practices;
• Evidence that the company is not in receivership, insolvency or bankruptcy proceedings that would materially affect performance;
• Audited Financial Statements for the last three (3) years;
• Evidence of financial capability from a reputable bank;
• Company Profile including details of key technical personnel;
• Verifiable evidence of at least three similar projects executed within the past 5 years, supported by contracts/letters of award, completion or valuation certificates and photographs or other verifiable evidence;
• PENCOM Compliance Certificate;
• Evidence of registration with relevant professional and regulatory bodies;
• For Joint Ventures/Partnership, the required JV agreement/MoU and statutory /eligibility documents for each participating entity as required by the applicable procurement framework.

The final Tender Document shall state the exact thresholds, validity periods and documentary requirements applicable to this procurement.

4. COLLECTION OF TENDER DOCUMENTS

5. SUBMISSION OF BIDS

Bidders shall prepare and submit their bids on or before 28^th September, 2026, exactly two weeks from the day of this advertisement. Completed Technical and Financial submissions shall be separately sealed and clearly marked, and enclosed in an outer sealed envelope addressed to the Permanent Secretary of the Ministry. The outer envelope shall state the project title, Bid Reference Number and Lot Number, while the bidder’s name, address, telephone number and email shall appear on the reverse.

6. OPENING OF BIDS

Technical Bids shall be opened immediately after the deadline at the venue and time stated in the final Tender Document. SPECIAL CONTRACTOR-FINANCING ARRANGEMENT:

Under this project delivery model, the selected contractor or supplier will pre-finance and execute the project/procurement in accordance with approved specifications, engineering designs and quality standards established by the council. Payment shall be liquidated in structured, agreed periodic instalments over a mutually negotiated tenure. Instalment payments may commence during project execution upon joint physical measurement and issuance of an interim valuation certificate by the council's project implementation team.

3. ELIGIBILITY AND MANDATORY REQUIREMENTS

Interested bidders must submit the following statutory and technical requirements organized sequentially in a bound dossier:

Certificate of incorporation with the Corporate Affairs Commission (CAC)

The Government of Benue State, through the Ministry of Agriculture and Food Security, is in the process of awarding contracts for the supply of 600 trucks (18,000 MTs) comprising NPK 20:10:10, 150 trucks (4,500 MTs), SSP 20%P, 150 trucks (4,500 MTs), and Urea 46%N, 300 trucks (9,000 MTs) of assorted granulated inorganic fertilizer, 1,656,000 litres of Agrochemicals, 46,000 units of knapsack sprayers and 387090kg of assorted seeds to competent and reliable vendors for direct supply and distribution to Benue farmers for the 2026 cropping season. The interest is to ensure that the commodity gets to the farmers as quickly as possible for the timely application on the cropped land to enhance productivity.

Under this arrangement, the Government will pay to the Contractor/Vendor the value of the subsidy of the quantity of bags of fertilizer, agrochemicals in litres and assorted seeds in kg verified by the Ministry of Agriculture and Food Security as having been redeemed by farmers, while farmers will pay directly to the vendor’s account the farmers subsidy price per 50kg bag of inorganic granulated fertilizer brand, 1litre Agrochemical, assorted seeds in kg, and 16litre knapsack sprayer.

Government is to pay to the vendor’s account the 50% subsidy component of the fertilizer, Agrochemical, Assorted seeds and 16litre knapsack sprayers redeemed by farmers from the vendors after a proper reconciliation with the Ministry of Agriculture and Food Security.

Government needs fertilizer vendors from Zones A, B and C of the state for proper coverage. The state government has directed that this contract be awarded through a bidding process for transparency and openness. Interested contractors/Vendors are invited to collect the pre-qualification bid form 01/2026 for completion. Project Title:

Construction of Faculty of Architecture Building and Additional Students’ Hostels for the Faculty of Architecture at the Adikpo Campus of Rev. Fr. Moses Orshio Adasu University.

1. INTRODUCTION:

The Benue State Government, through the Ministry of Education and Knowledge Management, Makurdi, intends to undertake the construction of additional academic and residential infrastructure at the Adikpo Campus of Rev. Fr. Moses Orshio Adasu University, following the establishment of the Faculty of Architecture to operate alongside the Faculty of Engineering, currently under construction. In furtherance of this objective, the Ministry hereby invites reputable, competent, and interested constructors to submit tenders for the execution of the under-listed projects, in accordance with the Benue State Public Procurement Law and extant procurement guidelines.

2. SCOPE OF WORK/LOT DESCRIPTION:

The project is packaged into three (3) lots as follows:

• Lot 1: Construction of Faculty of Architecture Building at Rev. Fr. Moses Orshio Adasu University, Adikpo Campus;
• Lot 2: Construction of Additional Male Students’ Hostel Block for the Faculty of Architecture, Rev. Fr. Moses Orshio Adasu University, Adikpo Campus;
• Lot 3: Construction of Additional Female Students’ Hostel Block for the Faculty of Architecture, Rev. Fr. Moses Orshio Adasu University, Adikpo Campus.

Interested bidders may tender for one or more lots, but each lot shall be evaluated independently.

3. PROCUREMENT METHOD:

The procurement shall be conducted through Open Competitive Tendering, in line with the provisions of the Benue State Public Procurement Law.

4. ELIGIBILITY REQUIREMENTS:

Interested bidders are required to submit the following documents as part of their technical bids:

1. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC).
2. Evidence of Company Income Tax Clearance Certificate for the last three (3) years.
3. Evidence of Pension Compliance Certificate issued by the National Pension Commission (PENCOM).
4. Evidence of Industrial Training Fund (ITF) Compliance Certificate.
5. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate.
6. Evidence of Registration with Benue State Public Procurement Commission.
7. Verifiable evidence of similar projects executed in the last five (5) years, including letters of award and completion certificates.
8. Company profile, including details of key technical personnel and equipment.
9. Audited accounts of the company for the last three (3) years.
10. Any other document as may be required in the tender documents.
11. COLLECTION OF TENDER DOCUMENTS:

Interested bidders shall visit the Ministry of Education and Knowledge Management to indicate their interest in bidding for the project. Tender documents shall then be sent to the designated email addresses provided by interested bidders.

6. SUBMISSION OF TENDERS:

Hard copies of completed Technical and Financial Bids, sealed separately and clearly marked with the Lot Number and Lot Title, should be submitted to the Honourable Commissioner of the Ministry on or before 3rd March 2026. Late submissions shall not be considered.

7. BID OPENING:

The tender opening shall be conducted immediately after the deadline for submission at the Ministry of Education and Knowledge Management, Headquarters, Makurdi, in the presence of bidders and relevant stakeholders who choose to observe the process. Only the financial bids of technically qualified bidders shall be opened.
