  1. INTRODUCTION

The Benue State Ministry of Health & Human Services, in line with the provisions of the Public Procurement Law of Benue State, hereby invites suitable, qualified, and experienced contractors to submit Technical and Financial Bids for the Construction/Renovation of the Benue State Health Management Board Office Complex, Benue State Health Management Board Office Complex, Makurdi, Benue State.

  1. SCOPE OF WORK

The project shall comprise the construction and renovation of a modern office complex, including all associated external works, mechanical and electrical installations, water supply systems, drainage systems, landscaping, and other ancillary facilities as specified in the tender documents.

  1. ELIGIBILITY REQUIREMENTS

Interested contractors are required to submit the following documents:

  1. Certificate of Incorporation issued by the Corporate Affairs Commission (CAC);
  2. Current Tax Clearance Certificates for the last three (3) years;
  3. Certification of Works Registration from Benue State Public Procurement Commission
  4. Evidence of registration with relevant professional and regulatory bodies;
  5. Company Profile including details of key technical personnel;
  6. Evidence of execution of similar projects within the last five (5) years;
  7. Audited Financial Statements for the last three (3) years;
  8. Evidence of financial capability from a reputable bank;
  9. PENCOM Compliance Certificate
  10. Industrial Training Fund (ITF) Compliance Certificate
  11. Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate;
  12. Sworn Affidavit including:
  • The company is not in receivership or bankruptcy;
  • The company has not been convicted of any criminal offence relating to procurement practice;
  • All information submitted is true and correct.
  1. COLLECTION OF TENDER DOCUMENTS

Interested bidders may obtain the Tender Documents from the Office of the Permanent Secretary, Ministry of Health and Human Services, Makurdi, upon presentation of payment of the prescribed tender fee.

  1. SUBMISSION OF BIDS

Completed Technical and Financial Bids shall be submitted in separate envelopes clearly marked “TECHNICAL BID” and “FINANCIAL BID” respectively, enclosed in one outer sealed envelope marked:

  1. INTRODUCTION:

The Benue State Government, through the Ministry of Education and Knowledge Management, Makurdi, intends to undertake the construction of additional academic and residential infrastructure at the Adikpo Campus of Rev. Fr. Moses Orshio Adasu University, following the establishment of the Faculty of Architecture to operate alongside the Faculty of Engineering, currently under construction. In furtherance of this objective, the Ministry hereby invites reputable, competent, and interested constructors to submit tenders for the execution of the under-listed projects, in accordance with the Benue State Public Procurement Law and extant procurement guidelines.

  1. SCOPE OF WORK/LOT DESCRIPTION:

The project is packaged into three (3) lots as follows:

  • Lot 1: Construction of Faculty of Architecture Building at Rev. Fr. Moses Orshio Adasu University, Adikpo Campus;
  • Lot 2: Construction of Additional Male Students’ Hostel Block for the Faculty of Architecture, Rev. Fr. Moses Orshio Adasu University, Adikpo Campus;
  • Lot 3: Construction of Additional Female Students’ Hostel Block for the Faculty of Architecture, Rev. Fr. Moses Orshio Adasu University, Adikpo Campus.

Interested bidders may tender for one or more lots, but each lot shall be evaluated independently.

  1. PROCUREMENT METHOD:

The procurement shall be conducted through Open Competitive Tendering, in line with the provisions of the Benue State Public Procurement Law.

  1. ELIGIBILITY REQUIREMENTS:

Interested bidders are required to submit the following documents as part of their technical bids:

Hard copies of completed Technical and Financial Bids, sealed separately and clearly marked with the Lot Number and Lot Title, should be submitted to the Honourable Commissioner of the Ministry on or before 3rd March 2026. Late submissions shall not be considered.

  1. BID OPENING:

The tender opening shall be conducted immediately after the deadline for submission at the Ministry of Education and Knowledge Management, Headquarters, Makurdi, in the presence of bidders and relevant stakeholders who choose to observe the process. Only the financial bids of technically qualified bidders shall be opened.

1. INTRODUCTION

The Benue State Government, through the Bureau of Special Projects and Infrastructure Makurdi, intends to undertake the Construction of Mbaanyam Catholic School Road (2.10Km) in Gboko LGA. 3. PROCUREMENT METHOD

The procurement shall be conducted through open competitive tendering in line with the provisions of the Benue State Public Procurement Law.

4. ELIGIBILITY REQUIREMENTS

Interested bidders are required to submit the following documents as part of their technical bids:

a. Evidence of certificate of incorporation with corporate affairs commission (CAC), including form CAC2 and CAC7.

b. Evidence of company income tax clearance certificate for the preceding three (3) years valid up to 31st December, 2026.

c. Evidence of Pension Compliance Certificate issued by the National Pension Commission (PENCOM).

d. Evidence of Industrial Training Funds (ITF) compliance Certificate.

e. Evidence of Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate.

h. Evidence of the company’s financial capability to execute the project by submission of a referee’s letter from a reputable commercial bank in Nigeria, indicating willingness to provide a credit facility for the execution of the project when needed.

j. Company`s Audited Accounts for the last three (3) years.

k. Sworn Affidavit deposed to the truthfulness of the submitted documents.

l. Any other document as may be required in the Standard bidding document.

5. COLLECTION OF TENDER DOCUMENTS

Interested bidders shall go to the Bureau of Special Projects and Infrastructure and pay a fee of One Hundred Thousand Naira (N100, 000.00) only for the Standard Bidding Document, payable to:

Late submission shall not be considered.

7. BID OPENING

Tenders shall be opened immediately after the deadline for submission at the Director General’s conference hall, Bureau of Special Projects and Infrastructure, office of the Governor, Government House, Old GRA, Makurdi. Bids shall be opened in the presence or absence of any bidder(s).

8. GENERAL INFORMATION

a. Bids must be in English language and signed by an official authorized by the bidder.

b. This invitation to tender shall not be construed as a commitment on the part of the Bureau of Special Projects and Infrastructure to award any contract.

c. Bids submitted after the deadline for submission will be rejected and returned unopened.

d. The cost of preparing the Bid documents shall be borne by the Bidder.

e. The Director General, Bureau of Special Projects and Infrastructure (BSP&I) is not bound to prequalify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 48 (1) (iv) of the Public Procurement Law,2020 of Benue State of Nigeria.

PRE-QUALIFICATION TO BID FOR THE AWARD OF CONTRACT FOR THE SUPPLY OF 600 TRUCKS (18,000 MTS) OF ASSORTED BRANDS OF FERTILIZER, SUPPLY OF ASSORTED SEEDS, AGROCHEMICALS, AND KNAPSACK SPRAYERS TO BENUE FARMERS FOR THE 2026 CROPPING SEASON

The Government of Benue State, through the Ministry of Agriculture and Food Security, is in the process of awarding contracts for the supply of 600 trucks (18,000 MTs) comprising NPK 20:10:10, 150 trucks (4,500 MTs), SSP 20%P, 150 trucks (4,500 MTs), and Urea 46%N, 300 trucks (9,000 MTs) of assorted granulated inorganic fertilizer, 1,656,000 litres of Agrochemicals, 46,000 units of knapsack sprayers and 387090kg of assorted seeds to competent and reliable vendors for direct supply and distribution to Benue farmers for the 2026 cropping season. The interest is to ensure that the commodity gets to the farmers as quickly as possible for the timely application on the cropped land to enhance productivity.

Under this arrangement, the Government will pay to the Contractor/Vendor the value of the subsidy of the quantity of bags of fertilizer, agrochemicals in litres and assorted seeds in kg verified by the Ministry of Agriculture and Food Security as having been redeemed by farmers, while farmers will pay directly to the vendor’s account the farmers subsidy price per 50kg bag of inorganic granulated fertilizer brand, 1litre Agrochemical, assorted seeds in kg, and 16litre knapsack sprayer.

Government is to pay to the vendor’s account the 50% subsidy component of the fertilizer, Agrochemical, Assorted seeds and 16litre knapsack sprayers redeemed by farmers from the vendors after a proper reconciliation with the Ministry of Agriculture and Food Security.

Government needs fertilizer vendors from Zones A, B and C of the state for proper coverage. The state government has directed that this contract be awarded through a bidding process for transparency and openness. Interested contractors/Vendors are invited to collect the pre-qualification bid form 01/2026 for completion. All completed form 01/2026 duly marked fert/Procurement, Agrochemicals, Assorted seeds, and Knapsack sprayers/ 2026 are to be submitted to the office of the DESK OFFICER, Fertilizer Procurement and Distribution, Ministry of Agriculture and Food Security, Makurdi Headquarters, within fourteen (14) working days from the date of this advertisement.
